and people thought they heard Trump say the investigation was over. There are Federal, State, and Local investigations ongoing, not to mention International diversion of UN disaster relief funds. The Clinton family is going to go through some interesting times, unless Obama can pardon them all.

I've seen this several times before. How do you pardon someone when they have not been convicted? And, IMHO, BO would have to pardon himself as well, yet he has not even been charged. Neither has HRC. <bleh/>

SSgt (Join to see) - Your statement about presidential pardon powers is just not true. In 1866, the Supreme Court ruled that the presidential pardon power "extends to every offence known to the law, and may be exercised at any time after its commission, either before legal proceedings are taken, or during their pendency, or after conviction and judgment." While pre-emptive pardons remain very rare, they have occurred in the past. Most notable was President Fords pardon of President Nixon that absolved the former president of "all offenses against the United States which he … has committed or may have committed or taken part in" between the date of his inauguration in 1969 and his resignation in August 1974. Also President Carter provided amnesty to all Vietnam Draft Dodgers, in essence providing pre-emptive pardons to a large group of individuals. In Bill and Hillary's case, President Obama could issue a pardon that applies generally to any crimes that may have been committed within a certain range of dates or more likely, a pardon could apply only to actions surrounding a single policy or place such as release of Classified materials to a foreign government.
