I lived a block from a rail yard during the 1960's. I figured out how to derail a train when I was 8yrs old. The thought of doing it never entered my mind. Been involved in HazMat for past 22 yrs. A derailment of poison by inhalation gases in a dense population could kill thousands. Can it be stopped? No. Risk must be minimized. Rerouting rail shipments around cities is difficult or impossible. Rails and cities grew up together. Laying new track in rural areas is cost prohibitive. Volume and type of HazMat must be managed to reduce harm if tampered with. Other option is to reduce packaging volume and switch to trucks. This is very expensive and time consuming.
