I love critters... always have, always will. It also turns my stomach when I see someone abusing any one of God's creatures merely because they can. That said... I'm 100% against this, and I'll try to explain why.
Animals are not human beings. They do not possess our level of reasoning capability. "Spot" the friendly family dog is still, at his core, a wolf... and capable of inflicting serious injury on whomever his instincts tell him is a threat. I have a toddler, and I have a dog. The dog's needs rank vastly lower than those of my toddlers... and as much as I love the little fleabag, it's not hard to figure out what I'd do if he ever violently turned on my son.
Some "well intended" member of the Good Citizens' Brigade might see something go down, and take a bent against it. In addition, there's a pretty subjective standard for "cruelty" when the victim cannot give testimony, and one can only rely on a witness.

well you are welcome to your opinion, I will not try to sway you from your belief on the subject. You give a valid argument when it comes to having a children in the family However, as far as the husbands and wives that have only their pets for companion ship and strongly believe there fur baby is a family member. I am sure they would be happy to pull the switch if someone killed or maimed Skippy. I agree that when we're discussing people who routinely beat, starve, abandon, or do worse to animals... we're talking about people with something "wrong" in their psyche. I'll also agree that the local authorities should (and of course they already do in most cases) have the ability to go in and rescue said animals... and impose penalties on those responsible. However; here again- I disagree with the mentality that says we should punish someone for what they "might" be capable of (and that's my stance on all similar issues).
