Talk about click-bait. -*Russians penetrated U.S. voter systems, says top U.S. official*
And then in the first sentence, the title is proven to be 'very' misleading. "The U.S. official in charge of protecting American elections from hacking says the Russians successfully penetrated the voter registration rolls of several U.S. states prior to the 2016 presidential election."
As if the Russian Government and its primary political party, the Communist Party (socialist) haven't been doing this since 1919. "2016 was a wake-up call..." If it took them (the people in power) this long to 'discover' this?

State officials did/do not have proper clearances? You have go to be kidding me. This is just another item of proof that the stupidity has over-ridden the simplicity principle, it is ridiculous.
