I am a bit confused. Exactly what did he do to save the Navy $206,000?
Exactly, what did he do to 'impact the preservation' of the lagging? Just allowing a job/task to be completed 45 days ahead of schedule will save a considerable amount of money, but what was done, that is the question. How much of the amount saved was from time and labor, and how much was from material?

SSG Robert Webster I don't know the case, nor the sailors involved, but I was Chief Engineer on a Navy ship. My 2 cents, this was a sailor that was tasked with doing a nasty job (removing lagging is time consuming and disgusting) and he did it. When it came time to write awards for the ship, the command figured they should give him something, but in all honesty not worthy of an actual medal (Do soldiers get a medal for cleaning their weapons?... Same idea). So, the letter gets sent to the parents, proud parents tell the local paper, and it gets exposure. For what is worth, I have written a bunch of letters for just this kind of thing... Sailor did a required job, probably on much of his own time, and good on him....
