It seems as if Russia is set to test our resolve and perhaps provoke an incident. Why? What do they get out of direct conflict with us?

Perhaps there are less obvious reasons and they simply know our president, who doesn't respond to these events at all, is caught between a rock and a hard place. They are not afraid of escalating the friction and dialogue. We don't appear to be a deterrent. That is a national security threat.
