Army considering special pay for soldiers who deploy

I don't get what the point of this is. I've deployed a few times and I was never asked to... the whole unit was sent. The Navy does it to help fill billets as in duty stations. When did deployments become duty stations? If you want to pay me more when I deploy heck yeah I will take it, but its not like I choose if and when I deploy.
