The IRS or DOJ unlike the DOD I believe do not fall directly under the "Commander in Chief" so I don't think his order for Mandatory Vaccines w ill stand for the m, but I think it may stand for DOD Civilians.
Personally I think it should be by choice not mandated at all since it is proven that the vaccine does not prevent the Virus, it only mitigates severity.
