I usually saw it as an installation policy. I remember when some posts wore ankle reflecers, some wore in over the shoulder in both winter and summer, and overseas, it was a free-for-all, each unit wearing devices in various locations, in numerous fruity colors and flavors.

And then you have places like Bliss where it is broken down by colors assigned to rank structure...yellow is for junior enlisted, green for NCOs and blue for officers...it's madness!
