That sounds interesting my friend CW5 Jack Cardwell. Yes APS stocks tend to be underfunded since REFORGER ended. POMCUS was in Europe and the other APS fixed and floating stock vessels were distributed as required with periodic shifts.
BLUF the report has not been accepted yet and the equipment seems to be in reasonable to good condition. Updates to manuals and standards should improve the Prepo stocks.
I was somewhat amused to see this report is based on the absence of evidence :-)
"The Defense Department does not have proof that soldiers and Marines properly stored and maintained at least $203.7 million worth of equipment at sites in Italy, Norway, Germany and other locations in Europe, an inspector general report found."
Spot checks of 5 sites yielded the following:…
1. Of note the primary recommendations are manual updating which I infer means that people were following outdated manuals.
2. Humidity levels were not as proscribed.
Currently
"The Army Prepositioned Stocks program requires inspection and maintenance depending on vehicle storage conditions, she added. For vehicles in Europe, that's every 24 months unless they are inside a humidity-controlled environment."
" Marine Corps Prepositioning Program-Norway have lowered dehumidifier settings to help mitigate some of the corrosion that inspectors found occurring in the caves, Butterfield said. …."Maintaining relative humidity below 50 percent eliminates the adverse effects of humidity," he said. "Dehumidifiers inside the caves have been set to 46 percent ... and a surveillance program has been established that will monitor dehumidifier settings and humidity levels in the caves."

There is always a problem keeping up WRM equipment and vehicles. No one wants to spend money or labor on it until it is needed.
