The unarmored models currently are being sold as surplus.

Thanks SP5 Mark Kuzinski for sharing the unsurprising news that "U.S. Army modernization officials" told lawmakers Wednesday that the service will soon have to rebuild its outdated Humvee fleet or buy more Joint Light Tactical Vehicles, or JLTVs, than expected.
Hopefully one day the US Army will rename the "modernization" to something which reflects that many times the status quo is sufficient with no requirement to continually modernize.
Requirements is perfectly fine as an organization name. In the Army TRADOC has been the organization responsible for establishing requirements with HQDA G-3 and HQDA G-8 weighing in appropriately along with US Army AMC.

Why do they always have to replace everything at once? Budget the replacements year by year so there are always newer vehicles in the fleet. Once they get into these 30 billion contracts the waste and abuse becomes massive. Other government agencies certainly do not replace their fleets en mass like this.
