Interesting with some errors, my friend SGT (Join to see). The article neglects to address the critical point of when the soldiers will be measured for the Green Uniform. There is a lag time between measurement and issue of uniforms since adjustments are made for each.
I suppose if base in-processing is long enough, the soldiers could be fitted early on and receive the uniforms at the end of base in-processing.
In any event the decision to push back the issue of Green Uniforms to soldiers will require trained and qualified tailors at each post. I recognize larger posts may have tailors authorized on their TDA. Any post which does not will need a modification to the TDA.
I spent a little time researching when TRADOC issues the Army Service Uniform. Since November 19, 2010, the 30th AG Battalion at Fort Benning [which I am very familiar with] has issued the Army Service Uniform at the end of OSUT for infantry soldiers and at the end of BCT for soldiers moving to another post for AIT.
This makes perfect sense since BCT/OSUT tends to change the shape of many Initial Entry Training (IET) soldiers. I went from 140 pounds when I entered BCT in November 1974 and by January I was 160 pounds. Similarly as a USMA plebe cadet we were initially fitted for our cadet uniforms at the beginning of beast barracks and refitted close to graduation from Beast Barracks for issue when we reported to our company.
There was wisdom in issuing at the end of training for sizing and so as not to issue to soldiers who would wash out of training [the article addresses that]
Issuing at the limited number of TRADOC bases makes more sense to me than requiring this to be conducted most likely at reception stations at all Army and Joint posts.

I can see their point, why issue them dress uniforms until they have completed all training

Everyone should be issued one set of dress uniforms. If you want to delay until after successful completion of tech school that might be okay...
