Solid stuff there, and recommended reading.
Definitely on point about one of the things that drives me nuts - Senators who have been in office for years or decades suddenly have super awesome ideas that they have not proposed as legislation... and continue to not introduce as bills because that would induce debate that would expose the issues with their plans. Better to have the issue and do nothing in order to rally votes and support.
That is some bullshit, yet it is rampant.
