As Army wastes millions in food allowances, campus-style dining gains traction

I don't know about junior enlisted, but when I was sent to Ft. Jackson for 2 years as a reservist, we were supposed to eat 2 meals a day on post and got per diem for the 3rd meal, but when you run a rifle range for basic training, you don't shut the range down so you can drive back to the DFAC and eat breakfast or lunch.

Interesting development.
