Treat them like a bicycle. Follow the rules of the road.

Yeah. Unless the city mandates seprate rules for E-scooters, treat them like bicycles and follow all local laws covering such; including the laws of physics, which trump the laws of man everytime. Seriously, it doesn't matter if you had the Right of way or not if you get hit by a moving vehicle; you're gonna lose anyway.
