As Germany prepares for NATO crisis-response role, its military readiness is ‘abysmal’

Who was to blame during Bush I, Clinton (when I was there), GWB or Obama? Their readiness sucked during the 90's and from all official reports has just gotten worse. NATO has only had two effective forces from Western Europe, the British and the French (yes, the French). The rest wouldn't have been speed bumps to the old Soviet Army.

I was on one of the last Reforgers after Desert Storm and I believe the word I used for the level of training of the Germans we were associated was it Sucked.
The French would kick their asses today.
