ASPI’s CT Quick Look and the Nice terrorist attack | The Strategist

The one thing this does not say is What the message was from IS and who was the actual target audience. Part of understanding a terrorist action is that it will have a TA and it will then have ordered effects. That is one difference between a terrible criminal act and a terrorist act... though often everyone assumes they are the audience. When you see the strategic messaging portion of this - it does reflect such an assumption.
