When I hear about U.S. efforts to build resilient networks, I wish them luck. We gave up most of our tactical ground electronic warfare at the post-Soviet Union era, and as we moved into the War on Terror our focus shifted to more imagery, especially from UAVs.
The Russians never stopped working on, and fielding, advanced ground EW systems. We have great scientists and engineers but they haven't worked on ground-based EW systems for the Army for awhile, so we have some ground to make up.
As noted in the Task and Purpose article, unless the EW attack is obvious, as in the "barrage" or "blast" mode to simply black-out almost all communications, the users of the targeted frequencies might not even be aware of the attack. Also as noted in the article, we may find that 'old fashioned' communications like HF radio may work better than more modern IP-based networks when we operate in a robust EW environment.

Not anymore. We and several of our Allie’s have the means to locate and destroy those devises.

This will continue until Ukraine is allowed to counter attack into Russian territory. Or until a NATO neighbor decides to help with the equipment that can defeat their tech.
