Nope. I am confused as this incident. If you note the odor of alcoholic beverages the default is to test. Much the same if no odor is present, your next decision is to test for the presence of drugs. I don't know all about this particular case, but causes me to question the process as a whole.

No, they are not and neither are FBI officials that lie to investigators, McCabe for example.

The prosecutors informed Mr. McCabe’s lawyers of their decision by phone on Friday morning, the lawyers, Michael R. Bromwich and David Schertler, said in a statement.

“We said at the outset of the criminal investigation, almost two years ago, that if the facts and the law determined the result, no charges would be brought,” they said. “We are pleased that Andrew McCabe and his family can go on with their lives without this cloud hanging over them.”

I know what happened. Others have had the full weight of the DOJ levied against them for the same thing so don't show up here complaining about cops getting away with something when senior law enforcement officers are getting away with crimes they have very recently prosecuted others for aggressively.
