One, she’s not running right now, two she’s and independent, and three, she confirmed she would serve as Trump’s VP if asked. She has recognized that there are operatives controlling our elected leaders and aspects of this country whom were not elected themselves. Trump, for all his faults, is fighting this and Tusli is pointing to this. While elements of this exists in both parties, the GOP recently went through this challenge from Trump and those elites have lost significant control. The DNC still needs this and Tulsi is just one of many former Democrats pointing it out.

She isn't a Republican. She is (or was) a Democrat and now I believe is non affiliated.
