I would rather answer where should they be instead of banned. Pokemon Go should only have Pokémon at Libraries, Museums, Churches, Voting Locations, State and National Parks, non-chain restaurants, City Parks, historical landmarks, walking trails, homeless shelters, Armed Forces Recruiting stations, Red Cross offices, USOs, nursing homes, landfills, employment agencies, prisons, American Cancer Society offices, animal shelters, food banks, and anywhere else that would give a person a different perspective of life.

They should be able to get a "Special" pokemon from the recruiting station.
USA - The "MinuteMandia: it fights for one minute
USMC - "Devlhound" only fights on beaches,
Navy - "steelAnchorandian" Water pokemond that floats just out of range of fights.
USAF - The "Chairmander " it only fights once its been evolved to a pilot and is staying at a 5star Gym

They are only doing that because they want to keep all the "Legendary" ones for themselves.
