Bureaucrats have taken over the legislative functions of Congress as members of Congress devote more and more time to raising money to be reelected. Bureaucrats are the ones who create the red tape. It's their only purpose for existing. We must reduce the size of government to reduce the number of bureaucrats which will, in turn, reduce the amount of red tape so that small business can once again thrive.

the more money the gov sucks out of the system, the less month there is to grow the economy, so the engine of growth (small business) is starved of its capital-fuel. Add in herds of bureaucrats who feel the need to take useless or harmful action to justify their jobs, and you have a recipe for stagnation or worse.
