The EBR was a fast in house response to a need, it failed miserably for a few reasons. The training needed to make use of the plan, and the weapon itself.

The concept that units would train up designated marksmen who would then come in country and fall in on EBR's during RIPTOA was a failure.
Later on in the cycle when units were able to get a few EBR's at home station before deployment, there was still a lack of training... a few lucky ones were able to take advantage of a designated marksmen course that was being sent out to some posts from Benning, but it was few and far between on the active side and worse on the reserves that were a huge part of the forces rotating in.

I know this was not a post speaking about any of this, its just a sore spot for me.
If the acquisition process for a new weapon was not so jacked up, a good enough weapon could have been in the units hands for training early in the Reconstitution phase, when there is time and resources available to manage and make ready a designated marksmen system..Weapon, Shooter and leadership that understands how to best way to use & support the system..............
