Petraeus said the conscripts had often gone hungry for days and other needs. He said their were conscripts chatting on the saying the commanders had food, vodka, and cigars. Many also said the commanders could not be found during fighting.

I don’t know who planned the war but obviously they did a poor job. I question if they have a unified commander for the war. If the answer is negative, they lack a unity of command. For example in the Civil War, union generals took their armies on campaigns without coordinating with other union generals. Grant changed that when he took command. I wonder if the Russians are prone to the aforementioned problem of not having a unified commander.
