I think Gen Kelly is right...composite wings are better from a training and operational readiness standpoint. I was in a composite wing back in 2000, and we recognized the added benefit of training with the same bomber crews week after week. But the logistics and sustainment costs went up so much we had to give up sorties, and the USAF ended up shutting down entire squadrons to recover the costs. Not sure the juice is worth the squeeze on this idea.
