This headline is false: they were NOT "fake" electors nor fake ballots, merely alternates duly appointed and votes cast for the other candidate (Trump). Nor would sending such ballots, for states believed to have been swung by fraud, necessarily be an act of panic. It's only as of November 2020 that alternate slates of electors and their ballots were called "fake" or criminal, and not by any new laws passed on the topic, either, that I've heard of.
But if the winning party resorts at once to lawfare and media to enforce the correctness of the favorable vote count, it should come as no surprise that people DID offer alternate electors. CNN is just trying to hang ANYTHING on Trump that might be read as an act of "insurrection" in support of the bad reading by Maine's AG and the Colorado SC of the 14th Amendment (which reading violates the 4th Amendment).
