No surprises there.

At this point, we don't know everything the report says.......we only know what the recently appointed AG interprets it as saying. When, and if, the full report is released......only then will we know what was actually uncovered during the investigation. There were apparently some points where Mueller didn't reach a conclusion......but the AG in his summary, did reach a conclusion. If you look back at Watergate......no indictment was filed against Nixon by the investigators......they forwarded the investigative materials to Congress, for them to determine if the evidence supported an impeachment action. Same thing just happened. Mueller didn't issue an indictment against Trump.....he instead, forwarded the material for others to draw the conclusions. It's not the AG's call to make.....it's up to Congress.
