She was a "fleet in being" meaning that the fact that she was there was cause enough for the British to not necessarily "fear" her but respect her. Should an allied invasion head Northwards (as Churchill the French hater wanted) the Tirpitz would have been in a great position to disrupt events. As with most nit picky complaints about Germany's bureaucracy, they still hadn't clued themselves in on her true danger (aircraft) and she died woefully short of anti-aircraft weaponry.
