The granting of an interim clearance requires a NAC or ENTNAC, which checks criminal history. If disqualifying history is found the clearance is pulled and access denied. I'm not sure what else can be done unless everyone had to take a polygraph first and we all know that isn't feasible. The backlog has to go and investigators will have to be staffed to keep things level and current.

I'll note that it took over a year and a half to get my first TS SCI clearance and frequently the same amount for reviews. The last one I remember took about 6 months. But better to be thorough than not. The ones that take up the most time are on people who have moved a lot, like every year for the last 20 years.

Even as a new Agent, we faced this problem 25-30 years ago. Not much improvement I see.
