This a good decision for the honest soldiers that did not know they were ineligible for the bonuses.

I'll agree with your statement. They need to suspend the collection and investigate further. If they find ones who knowingly broke the rules, such as those who took loan repayment or a bonus when they commissioned before the eligibility date, or were ineligible due to ROTC scholarship, etc, should be investigated and if proven guilty of knowingly defrauding the gov, they should be hammered into oblivion. Ignorance is not bliss in my book either.
