I have seen just in time work, It seems when something breaks and your stock supply is limited, you waits for Fedx or UPS to deliver. Companies do not want inventory that might be used only on rare occasion

What you say is absolutely true, LEAN is the word that has shaped organizations for the last 30 years or so. It is a double edged sword because when you don't have your supply, you're screwed.

It appears Capt. J. Kipling (Kip) Louttit is in charge of ports in these areas. While he enlisted in the Navy, and had a decades long career with the U.S. Coast Guard. The article doesn’t say in what capacities he served. His direct quote in the article: ““I’m the true romantic who is the son of a romantic,” he says.” Does not inspire confidence for me. The article says Louttit is an operations guy without really saying what his experience is.
To me it appears Mr. Louttit is not the person to oversee operations and improvements needed in ports. He is currently in charge, and it appears his efforts are failing.
