Sadly, nothing unusual at all. 16 years is actually fast for an adult child from Mexico. Some people have to wait 24 years or more (brother or sister from the Philippines) and most adult children (or residents or citizens) from Mexico wait 18 to 20 years.

Nobody justifies it, it is just written in the law (per country quotas) and published monthly in the State Dept visa bulletin.

LTC (Join to see) - It's written into law meaning it was debated, argued, and agreed upon. So yeah, the justification for implementing long wait times is out there somewhere; it's not arbitrary. So the logic behind 'per country quotas' is someone's rationale and justification. See you answered my question.

LTC (Join to see) - Then that is indeed a problem that means it can be rectified to reduce the long waiting periods and long wait lists.
