The GFSZA is Federal law. It included an invitation for states to pass legislation that duplicated that Federal law.
The Federal law is in effect in every state, and supercedes state law. The GFSZA now permits CCW holders to be within the school zone when armed, but only if the CCW was issued by the state where the school is located. A CCW issued by another state, even if recognized by a formal reciprocity agreement, is not accepted under Federal law.
Additionally, to be acceptable to the Federal law, the CCW application had to be reviewed by a law enforcement department before the CCW was issued. This may disqualify Florida CCWs since they are not issued by law enforcement, but a "civilian" department.
