All services have been warning congress about this for years but every year congress cuts maintenance accounts to fund pet projects and to buy extra aircraft and vessels that were not asked for.

Yup- the acquisition world is definitely a soup sandwich,.. And they also put huge amounts of pain on the personnel budgets, instead of cutting needless fat from DOD...

Even though I am Army, I follow news of other services too. I also read that the Enterprise was falling apart too, as parts were scarce, maintenance had been put off in favor of operational cruises, and the USN didn't want to take her offline when our carriers are most needed.
