When I was posted to Canada, the entire regular Canadian Armed Forces was smaller than the U.S. Marine Corps, the smallest of the DOD services. I think that still remains true. That's why Canada must depend so much on its militia (i.e., reserve) regiments to provide men and resources for its overseas obligations. The Canadian Government has always spend low amounts of its GDP on its armed forces, because it is socially progressive and likes to be out front on the big social issues, like global warming/climate change, immigration, etc,, and the military has never been "it" for most Canadians.
