I was mistaken it's Admiral Cornwallis. This man passed away in early 1776.

They should be shitcanned. Such behavior has little place in society. Such behavior from armed forces members has NO place.. I am marginally disbelieving of Cornwallis actually approving of any mistreatment of anyone. I am something of a scholar of the period and while I am quite sure there are those who would have committed excesses, Cornwalllis was an officer and a gentleman who frankly, as a personal aquaintence of Washington, helped bring about a peaceful conclusion to our war of independence. The "Revolutionary War" was more of a treaty by attrition in a way.
Were it not for the fact that all the officers and Gentlemen on both sides were peaceful men at heart the entire founding of our country would have floundered and been no more than a tragic shipwreck in the pages of history.
OMO.
In other words the British wrote off the colonies as a losing proposition and turned their attentions back towards more profitable ventures which the French were stripping out from under their noses while they occupied their forces here, utilizing far too much valuable military capital on our little problem.
