They had to exclude US citizens or else that law would become an incentive for illegal immigration from the US. People would be dying to go north to escape the theocracy of some states and take advantage of the more enlightened policies. Canada would end up having to build a wall to stop the flow. But the good news for Canada is that even if Americans did tunnel under the wall (going six feet under for the right to be six feet under) Canada won't have to worry about deporting them.

Since by definition illegal aliens may be residents but are not citizens I wonder if they would be included

Canada's rule makes sense to me. I don't know why Americans would expect to keep their rights outside of the U.S.
