There is a trend where valid concerns are ignored by the folks in the ivory tower. Staffing levels are always a problem whether it is a fed state or civilian healthcare facility or hospital.
So full disclosure I am not a doctor nor a nurse but a certified patient care technician. over the last few years I have noticed the trend that non medical persons often dictate policy. Nothing more enjoyable than having an individual with no medical experience dictating what they consider to be safe evidence based practice.

This it appears in far too common a problem in many place that should be seeing after the needs of the Veterans and are failing to do so. Many, many states also have also failed in the Mental health are especially and closed many of the facilities and hospitals that were there to house or treat the patients, both Military and civilian facilities. Nothing was provided to replace these closed facilities either. Private facilities, once there is no money available or being paid for You out You go back out in the street. many of the laws to protect Patients rights also even though they may not have the mental capacity to do so the decision is theirs and NOT their family or victims. ( I have no problem with protecting patients rights if they have the mental capacity to do so ) I do have first hand experience with a close family member that Has some of these serious problems, Mental health, violent behavior and alcohol. In over 20 years of dealing with Him only when a court become involved and orders anything is an control or progress made which not only helps Him but the family and victims. He will NEVER get better in His case but it can be controlled but of course in His own warped mind there is nothing wrong with him.
NOTE: I may also add to that, what is called Community Based treatment isn't always the case, often those that would be in mental health institutions are living on the street without shelter. One town in our area has 35 of them living under a railroad bridge. In 40 years of full time Police work I've seen more and more of them especially with closure of State mental health facilities. Massachusetts for instance closed four of those type of large Mental health Hospitals and didn't replace them with anything. The family member I mentioned earlier is in one of the remaining State Hospitals again following another arrest and being order by the court to be there. The State hospital actually is doing a good job handling His situation and controlling His environment and protecting not only Him but other family members as well as the public.
