SEC DEF Carter outlines the FY2017 DoD Budget request.

The department must and will address all five challenges and across all domains, Carter said.
“Not just the usual air, land and sea, but also particularly in the areas of cyber, space and electronic warfare, where our reliance on technology has given us great strengths but also led to vulnerabilities that adversaries are eager to exploit,” he added.
@Highlighting new investments in the budget to deal with the accelerated military campaign against ISIL, Carter said the department is requesting $7.5 billion, 50 percent more than in 2016.
Of that, he said $1.8 billion will go to buy more than 45,000 GPS-guided smart bombs and laser-guided rockets. The budget request also defers the A-10 final retirement until 2022, replacing it with F-35 Joint Strike Fighters squadron by squadron."

LTC Stephen F. - Colonel; At $40,000 per GPS/Laser guided munition, you can probably rent the entire population of Syria (average monthly income in PPP $364) for the next ten months.
I suspect that "war fighting" is being looked at as "solely technological" (because it is in the technology that America is the most vulnerable).
In other words, rather than fighting the old fashioned war that wasn't appropriate to the conflicts of today, the DoD is going to jump right into fighting "Next Century's War" which isn't appropriate to the conflicts of today or the reasonably foreseeable future.
There is as much danger in "making haste too fast" as there is in "making haste too slowly".

I think the administration thinks that they are fighting "Next Century's War" but at $40,000 per GPS/Laser guided munition they are using the air power approach which was tried in Vietnam with not-so-smart bombs but better bomb sighting capability than WWII. It didn't work then and it is not working now - although at least we are not bombarded with the nightly casualty reports from teh Vietnam war era.

LTC Stephen F. Sounds good, but how much will go towards active duty pay raises? I'm also curious to know if any of this money will be spent on "gender neutralization?"

PO1 John Miller I share your concerns. I am not surprised that SEC DEf Carter did not even mention pay raises which all service members and retirees are interested in or the extent of gender integration.
