Cautious Congress Makes Space Force AFSPC In All But Name

So the Space Force is the Air Force's kid brother, kind of like the Marine Corps relationship with the Navy.
Does that mean that Space Force will have to scrounge for resources and second hand equipment the Air Force doesn't need anymore?

We already have a secret space force... I have seen their orbital and terrestrial craft...
