By "hurting" the "poor" what they really mean is that their handouts get smaller. They already don't pay Federal taxes (net); The "rich" already pay all of the taxes, any rate cut would only "benefit" those who pay into it. Luckily, the Fed makes a lot of money apart from income taxes. CBO may be "non partisan" but their estimates have been proven many times to be "non accurate."
