The same thing is happening in the US, although it is probably unknown as to the extent. People come here as refugees, or any reason for that matter, and they apply for things they might not have otherwise qualified for based on age; ie: public schooling. Even though we try not to stereotype, sometimes you can't help it. If you have a refugee from a a specific country and they enroll in school saying they are 16 or 17, but are really over 21; what is their intent? Are they truly wanting an education they couldn't get in their home country or are they trying to recruit or target younger people for drugs or some sort of other trafficking? If they are over the normal age of schooling they should be applying for the proper program but those may cost money if you are over 18. They definitely shouldn't be in public schools if they are over 21.
