The Global War on Terror is not over. In my opinion, unless there is solid evidence that an unlawful combatant Islamist is no longer a threat or of any intelligence value and not a suspected war criminal, they need to remain off of the battlefield.

You do realize that Congress controls the purse, don't you? They can very easily shut it down if they wanted to do so, merely by refusing to fund it.
