It seems that Colorado hasn't changed much since I lived there. The elite of society there attempted to con citizens into voting for the Olympics when we were clearly averse to going into debt just so that the governor and his high society backers could cavort with the aristocracy of the world. Denver had won the bid for the Winter Olympics before we had the example of Montreal's bankruptcy to warn us that the Olympics were nothing but a money pit. The proposition that reached the ballot was worded so that we had to vote "Yes" to say "No" to the games proceeding. Fortunately, we weren't fooled and the Olympic Committee was sent packing.

The issue should not be the wording, but the legal ramifications. Involuntary servitude clauses are the Constitutional authority that makes court ordered community service and mandatory prison work requirements legal. The involuntary servitude is not imposed because of race. It is imposed because of bad acts and the states desire to ameliorate the expenses related to incarceration of bad actors. Remove the involuntary servitude language and watch the civil suits to reuse work details sky rocket.
