The Federal Vacancies Reform Act of 1998 gives a president broad authority to temporarily fill an agency job if the officeholder “dies, resigns, or is otherwise unable to perform the functions and duties of office.” The law doesn’t explicitly state whether it applies when someone is fired. maybe Trump was playing

What does this person have that Shinseki and McDonald and others didn’t have. Most issues are related to the medical arena and the Admiral has that. The real problem is organizational and politics. And I see no stomach for major changes and anyone that accepts the position needs to keep their resume up to date.
