I believe it is a consolidated admin process for an already existing legal process.
Commanders can initiate elimination actions against any Soldier when the derog actually occurs. This is just HRC doing it for them and an admin action is afforded a lot less due process than a legal action. On a positive note, some commanders probably turned a blind eye to infractions and this is due diligence. On a negative note, just a money saving measure to replicate an already existing process.

I think that they need to read the regs that they write. I was told that I was being looked at for the QMP but if you have over 17 years and 9 months ( like the reg that they wrote says) they can NOT QMP the Soldier but the Soldier can not go past 20 years.
