Actually reinforced concrete is probably much more important than simple concrete SFC Joe S. Davis Jr., MSM, DSL. Adding rebar to the concrete makes it more formidable and helps it to perform under pressure.
Prepositioning concrete makes no sense since the basic ingredients non-potable water and aggregates (rock and sand) are readily available in most places. Making the forms to pour the concrete into can frequently be done with available wood or strong plastic or even baked clay if necessary.
Prepositioning cement and rebar might make sense.
