The chairman of the HASC indicated that there was bipartisan support for reviewing and updating the 2017 Defense Authorization and Appropriation bills to ensure that the situation in DoD and CA ARNG is addressed properly. I Bet the Bastard Congress Critters would scream Like Rats Eating Onions If the US Tax Payers took back the last 3or 4 pay raises they got in the same time frame... Pay Raises they did'n deserve or Need...
What a Bunch of over Paid ... Over rated ...and Under worked... and not needed Burdens on the US Treasury...
I bet if they were paid on the same Scales of the US Officer Corps and Had the same Benefits they shove up the Military 4th POC , both active and retired ... They would Fix things Damn Fast...

The California National Guard admittly allowed the erroneous payment of bonuses to state employees by state employees. Therefore the state (California) should be responsible for the actions of their employees, and repay the federal government (Pentagon). The individuals should be permitted to keep the bonuses unless they participated in the fraudulent practice (other than just receiving the funds).
