Of course it doesn't have the substance of a finished reform bill. First, it's the end of the year, and second, Obama didn't get it until Saturday, and I'm sure he's not in a rush to help the VA System or the vets get anything accomplished.
They passed a few good ideas, but left most of the substance out for now.
In the last hours of the 114th Congress, lawmakers settled on a veterans reform bill that includes only pieces of what the Department of Veterans Affairs and several veterans groups were hoping to accomplish by the end of the year.
“[It] doesn’t accomplish enough for America’s veterans,” Sherman Gillums Jr., director of Paralyzed Veterans of America, said of the bill titled the Jeff Miller and Richard Blumenthal Veterans Health Care and Benefits Improvement Act of 2016.

Now they can all claim that they voted to help veterans while doing almost nothing at the same time. This is why American's hate the Congress. It is up to each of us t stay on top of their actions so that we can get rid of most of them, while keeping the few who actually try and do a good job for the American people. I swear with more funding, I would run for Congress just to be a thorn in their ass.
