Seems like a back to the tried and true basics approach - quarantine the sick, protect the weak and mitigate the healthy... who knew? doh!

CSM Chuck Stafford I think that you missed movement on this one.

This document is about quarantining people that do not have the illness.
The entire document is about isolating and in effect imprisoning people, in may protect them, but it also in effect removes their rights and liberties.

What is the Shielding Approach?
The shielding approach aims to reduce the number of severe COVID-19 cases by limiting contact between individuals at higher risk of developing severe disease (“high-risk”) and the general population (“low-risk”). High-risk individuals would be temporarily relocated to safe or “green zones” established at the household, neighborhood, camp/sector or community level depending on the context and setting. They would have minimal contact with family members and other low-risk residents.

SSG Robert Webster - I equated protecting the weak with shielding the high-risk. Though I wouldn't go so far as relocation. It seems that would just make a convenient "target" -- Kind of like bunching up the planes on Hickam to "protect them " from sabotuers. The unintended consequence is a prime target.... I stand by my statement -- quarantine the sick, protect the weak and mitigate the healthy

Your stated preference is functionally different than the document.
